and that has been consistent throughout this election season. i'm bullish. i don't know if it's the turkey or the drink or the redskins victory yesterday affecting me here but i'm bullish that there will be a solution. you have three dynamics here at play. you have a president who is significantly stronger, i think, speaker boehner is stronger inside of his conference. you have republican governors, people like bill kristol who seem to be saying positive things, encouraging things on tax rates which provide a permission slip for republican legislators to be supportive. and then i think the tone inside of washington is markedly different than a year and a half ago on both sides. >> it can all come down to the wording, though, robert, and one of the sticking points remains revenue versus taxes. election cycle, democrats in the last two cycles have attacked all the republicans who took the pledge. so they have been reinforced in the fact that voters know that they made that commitment and they got elected making that commitment to voters. >> i just want to be precise on what you consider to be a tax increase. we know an increase in the marginal tax rates, that's a tax increase. but what about capping deductions? from your standpoint of the pledge, would that be considered a violation of the pledge to cap deductions, as some republican lawmakers are now suggesting? >> this is not a trick question. the pledge says no raising rates, no broadening the base unless rates come down dollar for dollar. the pledge is only two sentences but they are very clear. one of the reasons why eliminating deductions and credits, obama wants a trillion plus dollars worth of tax increase that way, is that if you do that, you've just got a tax reform for decades to come, because how do you reduce marginal tax rates so we can become competitive in the world on the corporate and the individual side, if you

to public service i found my passion. i got into education reform largely because as an elected official in washington, d.c. i would visit schools and talk to teachers. after i was elected for the first time in 1993, i would go to school and see a couple of these bright eyed kids in some of these low income communities. troubled, challenge neighborhoods. troubled, challenged schools. i said, what is that kid's story? the teacher would tell me. the kid seemed to be so energetic, so bunch potential. -- so much potential. a couple years later, i hear he got dropped out. that kid never could read. it struck me when i looked at the negative social indicators in washington, d.c. -- similar to other countries around the country -- all the negative social stuff was directly related to the lack of education. 90% of the inmates in d.c. were high-school dropouts. in terms of homelessness, joblessness, drug addiction -- there are statistics out there now that if we increase the high-school graduation rates in this country by 10%, we reduce the murder rate by 20%. all of these indicators show that th
